app-wide: when suggesting a person for a session, also display their TIMES for that date

Right now, when a suggestion for a person appears for a session it says the day of week they're available, but sessions are hour-dependent, so its important to also show to the admin/manager that the times the suggested person is available is clearly within the same time as the session. example for a session on Tues from 10a-11a current: John - Available Tuesdays desired: John - Available Tuesdays 9a-12p (just with whatever time formatting is most commonly used in this context) --- also, small side task for this task: Suggested staff when shown on a session detail page should be collapsed by default. on the series detail page its okay if this is expanded by default, but still collapsable. another small side task: suggested people have a dashed border right now, i also want them to have a 50% more transparent bg as well, its a solid light color right now i believe. again, this is to make it more obvious in the UI that these are not your normal people rows, they're suggestions.
