new person signup: exact name or email match with a DIFFERENT type should fire a prompt

example - maria santiago has a staff profile already without an email. but, she selects volunteer when signing up. she enters her name, maria santiago and her email. because maria santiago is not staff, she continues, fills out tons of information for her profile and then its a hard time switching her over and then having to delete the existing profile, etc. instead, we should have a prompt similar to our "is this you" alert for when emails are found in the same role, just prompting them to restart the wizard and select the user's current role if so. otherwise, if they want to create a new profile as a volunteer/staff whatever they can continue.
