Bug: UI says "invite sent" when org-wide emails are disabled

Kristen Kallai login issue - I sent her an invite earlier in the week, she says she did not receive invitation , and can’t find it when doing a search - when she logs in directly, and request to reset password, she gets an error that says user not found 🔎 Investigation: - ❌ Invite was never sent because emails were disabled - ✅ Fix: enabled emails, resent invite, invite sent successfully - ✅✅ additional fix: Adding further guards that prevent invites from being sent according to the UI while emails are disabled for that org/person type
