Participant signup wizard, rename the Hours step to Details

In general, ensure the step names across all wizards correspond to what is being requested (ie hours label should only be for hours availability, should be renamed to Details for participants/guardians who do not need to enter availability) we should also ensure that all possible fields for participants are exposed in this add new participant wizard and the new participant signup wizard (available fields can be seen on the person detail page in edit view) and properly integrated into the wizard in relevant steps.
