Notification system: message alerts

Okay. So I want to build a new in-app alert system. It's really for one specific feature within our app, and specifically this is any time a person with a linked user account is mentioned in messages, I want to throw a toast alert for them the next time they log into the system, or if they're already logged in, it should throw the toast alert in real time, and they're active. So I want to make sure that basically they see the toast alert when it happens, when they're active. So this is basically an in-app alert that says, "Hey, so and so mentioned you in the chat," and then it shows a little bit of the message, click here to view it, and then it takes them to the messaging part of the app and directs them to the right channel, and then briefly highlights using our primary Tailwind coloring, the message itself, and then that fades away after a few seconds. So it's basically just allowing them to see when they've been at mentioned by the app and respond to it. Now, this is not a full-blown notification system. This is not a full-blown alert system. This is really one specific feature in the app itself. So investigate and ask any clarifying questions you have using your official tooling, and then after I answer those, we'll write up the plan and task.
