Add ability to designate someone as Team Captain…

Original request: "Need new Person: Team Captain Profile should be able to * Update single session attendance for volunteers and participants (present, absent, no-show, left early) * update default tack for participant * update default tack for horse" ➡️ Solution: Add a new "Make Team Captain" option on the Series Detail page that grants the person these permissions for that series --- We need to add a "Make Team Captain" option to the series detail page that allows a volunteer or staff member, regardless of their user/system role, the permission to: - update attendance for anyone on the roster for any session in that series - update default tack for a participant on the roster for that series - update default tack for a horse on the roster for that series *NOTE: It important that read/write permissions are preserved for all other fields for horses/volunteers even if someone is a team captain. for instead, volunteers as members who are team captains should not be able to change the participants medical conditions, height/weight, etc - this ONLY grants read/write access on top of whatever permissions are currently available to them - these are INCREMENTAL PERMISSION EXCEPTIONS - not broad, sweeping permission overwrites. Of note, if they already have these permissions, team captain status would still be applied, but the permission changes would just be mute and not affect their permission status at all since they already have more permission than necessary to fulfill the team captain status - this status should be applied from the triple dot more options menu in the person card - this status can also be applied in a one-off session without a series - this status would add a team captain badge to a person's card on the series and session detail pages for those series **NOTE: More than one team captain is permitted per series, but is always limited to volunteers or participants
