Allow drag and drop of staff/volunteers between quotas

Quotas - drag and drop / place people to into other quoats if they're in other MAYBE even have it so if a quota is set, other volunteers aren't allowed and page should throw an error until the Other Volunteers or Other Staff is sorted into a quota bucket?
